Released in November 1990, the 1990 Dietary Guidelines for Americans featured recommendations developed and released by the U.S. Department of Agriculture (USDA) and Health and Human Services (HHS). It remained the Federal guidance until the 1995 Dietary Guidelines was released.

Advisory Committee Report

In 1987, language in the Conference Report of the House Committee on Appropriations indicated that USDA, in conjunction with HHS, “Shall reestablish a Dietary Guidelines Advisory Group on a periodic basis and will review the scientific data relevant to nutritional guidance and make recommendations on appropriate changes to the Secretaries of the Departments of USDA and HHS.” To support the development of the 1990 Dietary Guidelines for Americans, the USDA and HHS established a Dietary Guidelines Advisory Committee that reviewed the current body of nutrition science at the time, considered public comments, and provided advice to the Departments in its scientific report. The USDA and HHS Secretaries selected nine nutrition scientists and physicians to serve on the Advisory Committee. The Committee held its first of three public meetings on April 5-6, 1989. The Committee then submitted its report to the Secretaries in May 1990.
